In 2025, Valero had our secondbest year for overall process
safety performance.
A record 11 re昀椀neries ended 2025 with no PSE
Tier 1 events, and three re昀椀neries achieved
昀椀ve consecutive years without a PSE Tier 1. This
represents a signi昀椀cant, industry-leading
process safety achievement.

Process Safety Initiatives in 2025:
In 2025, we strengthened our process safety performance by advancing risk assessment consistency, enhancing
incident investigation quality, and deepening the integration of human and organizational performance
principles across our operations.
We expanded the use of standardized risk assessments to improve consistency and reduce variability in how
critical process hazards are identi昀椀ed and managed. Several new assessments addressing high-risk operating
scenarios were published, with additional assessments advanced through 昀椀nal review. We also collaborated
closely with site teams and local regulatory agencies to complete hazard analyses and layers of protection
reviews for critical equipment, supporting compliance with evolving regulatory requirements and reinforcing
robust risk management practices.
To improve prevention and organizational learning, we continued to elevate the quality of incident investigations
and broaden how lessons learned are shared across the company. New process safety learning videos were
issued to reinforce key risk awareness topics, while subject matter experts provided oversight and technical
support for investigations involving complex equipment failures and process upsets. These efforts help ensure
effective corrective actions are implemented and that learnings are embedded across the organization to
prevent recurrence.
Human and organizational performance remained a core focus in 2025. Through leadership in industry forums,
development of practical tools, and updates to industry guidance, we advanced the understanding of human
factors and system-level contributors to process safety events. These activities support our strategy to integrate
practical, 昀椀eld-ready human performance tools into everyday work processes, strengthening reliability and
reinforcing a strong process safety culture.
